STRENGTHS

1. It is highly commendable that the majority of the faculty in the department are bent into developing and crafting varied instructional materials to facilitate an effective teaching- learning process and to engage in research projects that are anchored on the University Strategic targets.

2. The efforts of the administration to motivate all the faculty of the university from the varied disciplines to pursue their research interest by presenting and publishing in refereed journals through the newly proposed incentive scheme is a great leap forward in strengthening its targets to become the premier university in the ASEAN in 2020.

3. The involvement of the faculty in the department in the pursuit of varied research projects combining Educational Technology as it finds meaning in the classroom setting is highly commendable as there are few SUCs in the Philippines with such creative undertakings.

RECOMMENDATIONS

1. The varied instructional materials being produced by the faculty in the college are not yet copyrighted materials, thus there is a need for the University Research Office mindful of the Intellectual Property policies to work for the accreditation of the said educational materials for their utility in the University.

2. As the Research Office and the Statistics Center are located int eh same room in the Campus, and for the offices to function effectively, the administration might consider splitting the centers.

3. The Administration might consider the hiring of a permanent clerical staff to assist the Campus Research Coordinator in the efficient delivery of its services to its clientele for timely realization of the research targets.

RECOMMENDATION NO. 1:

The varied instructional materials being produced by the faculty in the college are not yet copyrighted materials, thus there is a need for the University Research Office mindful of the Intellectual Property policies to work for the accreditation of the said educational materials for their utility in the university.

COMPLIANCE:

PSU encourages technological innovations, creations, and inventions by researchers, faculty members, and students. To protect the new creations and discoveries, collectively known as Intellectual Property of the University, the PSU-Intellectual Property Office (IPO) was created.

As stated in the approved PSU-Intellectual Property Manual of Operation with BOR Resolution No. 122 Series of 2018, the IPO shall be responsible for the overall management, planning, implementing, monitoring of intellectual property, and evaluation of the IP-related activities of the university/department. The PSU IP Office is under the Office of the Vice President for Research
and Extension.

Among the copyrightable works of the faculty members of the Information Technology Department are Instructional Materials (IMs). With the challenges of the COVID-19 pandemic in the teaching and learning process, the Office of the Vice President of Academic Affairs and Support Services (OVPAASS) spearheaded the evaluation of flexible learning materials to be used by the faculty in their synchronous and asynchronous classes. Office Advisories are issued by the OVPAA to ensure that the IMs will undergo rigid evaluation and validation to conform with the standards.

The IMs produced by the IT faculty members will be reviewed by the focal persons for content and format checking and then the department head submits the IMs to the Center for Foreign Language (CFL) coordinator for plagiarism scanning and grammar checking. Once the flexible learning materials passed the required similarity index and grammar checking, the head of CFL will issue a certification and a copy of the report will be forwarded to the OVPAASS. The IM will then be submitted by the OVPAASS to the PSU-IPO for evaluation and screening by the University Intellectual Property Board. As stated in page 14 of the IP Manual of Operations, the University Intellectual Property Board shall act as Technical Committee to evaluate and screen copyrightable works, patentable and commercial technologies and other technologies developed needing protection. The Technical Committee for the review and screening of IMs will be chaired by the Vice President for Research and Extension, and members will include the Director for IMs, Director/Head English and or Filipino Language, Program Dean of Unit of Applicant, and Legal Officer. These procedures were put in place to prepare IMs for copyright applications and to ensure that creative works were protected.

Currently, the IMs for the first and second semester have been forwarded to the CFL coordinators. Some study guide modules were revised and resubmitted for plagiarism testing. We are now waiting for CFL Head to issue the certification. The following are the list of the instructional materials for certification:
