Service and Utilization

The Campus Library of Pangasinan State University – Urdaneta City supports Republic Act 9845 (also known as Anti-Red Tape Act of 2007) which indicates that heads of government offices are accountable to the public to render fast, efficient, convenient and reliable services. For the convenience of all library users, a copy of Citizen’s Charter is displayed near the library entrance. This document details all the frontline services as well as step-by-step procedures showing the requirements and time involved for library users to get what they need.

The following are the frontline services offered in the Campus Library:

1.borrowing/charging out library books;
2.returning/checking-in library books;
3.use of PCs to access library E-resources;
4.reference/information and bibliographical services; and
5.signing of library clearance.
CITIZEN’S CHARTER FOR LIBRARY SERVICES

The procedures for each frontline service are detailed in the said Citizen’s Charter displayed near the entrance including the section in the library the client should go to and the expected minutes a transaction is done. Other services/programs provided by the library are:

1.functional and interactive library web page;
2.integrated library system;
3. on-line public access (OPAC);
4. circulation on-line;
5.computerized cataloging;
6.inventory reporting;
7.serial control;
8.internet searching;
9.CD-ROM;
10.online database;
11.photocopying; and
12.bar coding.

Library users can access the Campus Library’s webpage through this link: http://psu-urdaneta-library.com/. The library’s webpage has information on the organizational structure of the library as well as the library procedural manual, its’ goal mission and objective. The library’s frontline services can be done through the webpage which is very helpful during this pandemic. Campus Library’s activities and announcements are also included on the webpage.

The library opens at least 54 hours per week for the College/Academic unit or 60 hours per week for the institution. The Campus Librarian and library staff are available during library hours to assist and provide library services. The library regularly announces the new acquisitions of print materials (books, journals, and magazines), resources, facilities, and services to its users. The library disseminates this information through the Campus Library official Facebook page: Silid-Aklatan ng PSU Urdaneta and through a memorandum to all the College Deans to signify the acknowledgment of the newly acquired books.

Extent of utilization of the library by end-users
To measure the effectiveness of library services to students and faculty, statistical data on its resources and facilities are collected, tabulated. The data is then analyzed and interpretated on a regular basis to improve the library collection and operations. The extent of library utilization users for the years 2019-2021 are then presented.

Table 1 shows the number of times a library service is provided to users within 2019 to 2021, which reached up to 3,360. These library services are provided to students, faculties and outside researchers. The greatest number of library services is rendered in 2019 which amounted to 2,237 (67% of total number library services provided). However, due to the absence of face-to-face classes in 2020, the number of services provided declined the following years after 2019.

Costumer satisfactory surveys are distributed to the library users quarterly. The results are then prepared Center for Statistics and Computing Sciences for evaluation. These results will help improve the quality of services of the Campus Library to its end-users.
