Guidelines in Attaining Higher Academic Ranks

The University has a system of promotion in rank and tenure based on official issuances. To support its faculty members in attaining higher academic ranks, the University provides promotions according to the PSU Merit Selection Plan and NBC 461 Guidelines and Implementing Rules.

PSU Merit System and Promotional Plan

Appointment and promotion of academic staff is in accordance with the University Merit System and Promotion Plan (Faculty Manual, Chapter 1, Article 2, Section 5). Article 7, Sections 23-36 of PSU Merit System and Promotional Plan describe the systematic procedures of the recruitment, selection, and promotion of the academic staff.

Section 24. The Human Resource Management Human Resource Managelnent and Development Office shall conduct preliminary evaluation of the qualification of all candidates who submitted their intention to apply for the vacant position. Those initially found to have met the minimum qualifications shall undergo further assessment such as written examination, skills test, interview. and others as may be proposed by the HRMPSB. After which, selection line up shall and posted in three (3) conspicuous places m the agency for at least fifteen (15) calendar days.

Section 25. The comparative degree of competence and qualification of applicants for a permanent shall be determined on the basis of the following criteria:

(a) 30%          Education

(b) 30%          HRMPSB Panel Interview

(c) 20%          Written Examination

(d) 10%          Relevant Work Experience

(e) 10%          Relevant Training

NBC 461 Guidelines and Implementing Rules

The NBC 461 Guidelines and Implementing Rules is issued to establish and prescribe rules and regulations governing the implementation of the Revised Compensation and Position and Classification Plan for faculty positions in SUCs, HEIs, and TEIs in accordance with the modified Common Criteria for Evaluation (CCE) of faculty positions. The University implements this circular in the promotion of its faculty members.
