International Organization for Standardization (ISO) 9001 Certification
Pangasinan State University’s quest to establish efficiency in all of its operations in both the academic and support services is falling into place as it moves closer tobeing the first SUC to be ISO 9001:2015 certified.
The University’s Quality Management System (QMS) was launched with a scope that covers the provision of Tertiary services which includes the University level management processes, performance evaluation and improvement processes, and campus support services.
The launch highlighted the University’s commitment to quality education as it starts to develop a university-wide ISO 9001:2015 quality management system. Moreover, the University stated as well its pledge to effectively guide its clients and stakeholders towards the successful completion of its journey. A QMS is a collection of processes focused on achieving quality policy and quality objectives to meet customer requirements. It is expressed as the organizational structure, policies, procedures, processes and resources needed to implement quality
management.
The said QMS implementation shows the University’s efforts in ensuring quality delivery of its products and services to its clients – the students, adding that the institution is committed to actualizing its part of the obligations in order to realize the objective of attaining ISO certification.
PSU first earned the ISO 9001:2015 in the year 2016 after the creation of a Quality Assurance office in 2015. The following years, it was subsequently recommended for recertification and to date, as the institution’s QMS is recertified, the institution also renews its commitment to sustain quality and be worthy of ISO certification.
Institutional Sustainability Assessment (ISA) Certification
PSU underwent the Institutional Sustainability Assessment (ISA) of the Commission on Higher Education and has successfully passed the said assessment as per the narrative report of CHED Office of Institutional Quality Assurance and Governance (OIQAG).
Quality assurance continues to be a way of life in PSU. The ISA is a government certification for quality assurance required by partner international higher educational institutions. It is a quality assurance process that assesses the institutional sustainability of a higher education institution (HEI) in five key result areas: (1) governance and management, (2) quality of teaching and learning, (3) quality of professional exposure, research, and creative work/innovation, (4) support for students, and (5) relations with the community.
Philippine Quality Assurance
Marking the history of Philippine academia, Pangasinan State University now holds the premier distinction as the first educational institution to be conferred the most prestigious Philippine Quality Award Level III: Mastery in Quality Management during the 23rd PQA Assessment Cycle.
The Philippine Quality Award is the highest level of national recognition for exemplary organizational performance. It is equivalent to the prestigious Malcolm Baldrige Performance Excellence Program in the U.S. and other National Quality Awards nationwide. Established through Executive Order No. 448, issued by former President Fidel V. Ramos on October 3, 1997, the award is given to organizations in the private and public sectors that excel in quality, productivity, and business performance.
In the pursuit towards unmatched quality and excellence in management system, PSU has commenced its PQA journey in 2017 where it underwent a series of rigorous training and workshops to get into the stride of the coveted award and its Criteria for Performance Excellence, consisting of seven (7) categories in Leadership, Strategic Planning, Customer Focus, Measurement Analysis and Knowledge Management, Workforce Focus, Operations Focus, and Results.
The PQA as a benchmark for Philippine Industries in bolstering global competitiveness is in the same league with the Institution’s aspirations to infuse all of its programs and activities with a global perspective by utilizing cutting-edge technology for effective instructional delivery and forming connections with prestigious academic organizations. In PSU, we believe in developing global leaders who positively contribute to the national, global, and civil societyeconomies.
Journeying through the strenuous road of becoming an ASEAN Premier State University, PSU’s quest to PQA is an attestation of the celebrated ‘Lion Spirit’ of determination, courage, and nobility, certainly, destined for greatness.
Pangasinan State University leaves a legacy of greatness as the first Philippine Education Institution and the sole bearer of Philippine Quality Awards Level III: Mastery in Quality Management.
Institutional Accreditation
Pangasinan State University was officially acclaimed Institutionally Accredited SUC (Level II) by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP, Inc.)
With a rating of 3.91, PSU is only 0.09 away from Level III which is the highest Institutional Accreditation for SUCs. This success depended heavily on the conquered nine IA areas: (a) Governance and Management (b) Teaching, Learning and Evaluation (c) Faculty and Staff (d) Research (e) Extension, Consultancy and Linkages (f) Support to Students (g) Library (h) Infrastructure and Learning Resources, and (i) Quality Assurance Culture.
Truly, the award together with other QA mechanisms intend for the University to possess standards of excellence, that is maintaining quality at high level through a collective effort of its people.
Investors in People (IiP)
Pangasinan State University (PSU) is officially hailed as an ‘Investors in People Gold Awardee’ by the Investors in People on Friday, the first State University and College (SUC) in the Philippines to be distinguished with the internationally-recognized award.
The award was conferred to PSU virtually during the 14th Investors in People (IiP) Concourse: Striving Through Agility on November 26, 2021 the European-based Committee themselves including IiP International-United Kingdom Director Sir David Yale, and the Chairperson for IiP Philippines Ms. Janet Webster, and of course the IiP Chief Executive Officer of the Philippines, Mr. Gerry Plana.
University President Dr. Dexter R. Buted expressed his appreciation for receiving yet another major honor this year. He also stated that the University’s investment in quality assurance has contributed to improved work ethics in a diverse society. This historic event was witnessed by all PSU campuses, who applauded everyone’s teamwork in achieving this award.
Ms. Webster, in awe, stated that PSU’s magical source is more than just quality. “When you go to PSU and talk to people; you get a sense of excitement and ‘where we’re going there.”
Certificate of Program Compliance
The Commission on Higher Education Region I (CHED RO I) issued CHED Regional Office Order Nos. 048, s. 2020 to confirm the granting of Certificate of Program Compliance (COPC) to Pangasinan State University – Urdaneta City Campus for the operation of the program, Bachelor of Science in Information Technology (BSIT).
The granting of COPC signifies that the programs are fully compliant with the policies, guidelines, and standards set by the Commission on Higher Education. The programs were subjected to a series of evaluations to ensure their quality and relevance. The certificates are testaments of the University’s commitment to providing quality higher education to its students.
The certificate will remain in force and in effect as long as the institution sustains its compliance to the policies and standards for the specified program and the continuity of budgetary allocation for the program operations.
BS Information Technology as Level 2 AACCUP Accredited
Alluded as 7th Top Performing SUC in the Philippines and 1st in the Region by the Accrediting Agency of Chartered Colleges and Universities of the Philippines or AACCUP in 2017, Pangasinan State University (PSU) continuously sets its bar high in providing quality education to students through its high-level accredited curricular offerings.
PSU Urdaneta Information Technology had achieved re-accreditation of Bachelor of Science in Information Technology program in 2018. Accreditation seeks to confirm if the programs have substantially achieved its objectives which is contributory in attaining quality education, approval of propose funding and other support, levelling program’s standards of excellence, and administrative decision-making.
