Procurement of Laboratory Equipment/Materials for Effective Instruction

The availability of adequate and up-to-date facilities and equipment, as well as their use, are critical components in the attaintment of an Information Technology program. These are being used as they are required for hands-on training of students, which will improve the teaching and learning of faculty members and students. Having state-of-the-art facilities and equipment will provide students with the IT skills required in the industry, and it will considerably boost the employment of Information Technology graduates.

Laboratory Management
Procurement of laboratory equipment/materials begins with the faculty members identify the needed equipment and materials for the whole academic year and endorse the list to the department chair. The chair will then fills-out the annual procurement plan (APP) based on the listed needs and gives the APP to the college dean to be endorsed to campus executive director. CED will submit the campus APP to procurement office. The office secures and delivers the request. Faculty-in-charge inspects and receives the equipment and materials. Procurement office will issue a memorandum of receipt (MR) to faculty-in-charge. Lastly, the faculty files a copy of the MR and update the inventory.

Maintenance of Laboratory Equipment starts with the faculty-in-charge inspects and conducts inventory of equipment one week after the end of the semester and then provides results to the department chairperson. The department chair writes request for the need of maintenance check to College and Campus Executive Director. CED will then writes a memo for the campus maintenance team indicating the schedule and equipment to clean and repair as indicated in the laboratory operations manual. In the event that outsource service is needed for calibration or other maintenance procedures, chairman writes request for such need to approved by the Campus Executive Director to be endorsed to OVPAA, OVPFM and approved by the office of the President for proper funding. Once approved, the maintenance-in-charge does the cleaning and repair. The faculty-in-charge then inspects the equipment and tools, accepts/monitors the equipment/material, and finally files the records.

Work instruction, maintenance and monitoring the laboratory room begins with the department chair schedules laboratory room assignments every semester prioritizing academic assignments over individual use or group use outside that of a class. The user shall then make a reservation of the laboratory room not later than two weeks before the intended day of use if related to thesis, research, extension, and production activities. The department chair then approves the request to be communicated to and monitored by the faculty-in-charge. All users are required to log in entry to the instrument rooms, and the use of instruments/equipment. The faculty-in-charge may be requested for assistance in the use of instruments/equipment. The faculty who handles the laboratory class shall prepare the equipment and or materials identified in the borrower’s slip. In the presence of laboratory custodian, she/he will be preparing the materials and/or equipment upon proper request. Users are then required to clean up work space including tables and sinks, and accidental chemical spill over. Faculty-in-charge clears away/ discards unwashed glass wears and unlabeled specimen and other research-related items lying or left unattended to in the laboratory/workplace/sink after 48 hours from the time the student/s has/have been notified through his/her/their thesis adviser or instructor/professor. The faculty-in-charge with the approval of the Department Chair provides proper sanction to students for noncompliance of this policy. The borrower/s whose name/s appears (appear) on the borrower’s slip form or logbook (instrument/research rooms) is/are responsible for any damage done to or loss of equipment. Graduate and undergraduate students submit request letter to the CED noted by their department chair, college dean and thesis adviser for overtime research work, specifying the date, time and place. Finally, they will submit approved request to the faculty-in-charge.
